Ever seen someone going through a nic fit? This cartoon was also made in the 50's and is meant to be funny and not a public announcement.

i dont get it. this cartoon is titled "no smoking" instead sending a positive message to people to encourage them to quit smoking, why do they have Goofy giving in to his temptation to smoke again after he said he wanted to quit?
